Step-by-Step Accreditation Procedure via the National "ICHHAD" Portal
Five-step operational guide: online pre-registration on ichhad.entraide.ma, compiling required documents (criminal record < 3 months, medical certificate, sworn declaration), physical filing at an Entraide Nationale desk, and the 60-day statutory timeframe.
1Dual-Stage Architecture: The Digital ICHHAD Portal and National Mutual Aid Desks
To process applications efficiently while verifying the physical authenticity of academic diplomas and criminal record extracts, the Ministry of Solidarity, Social Integration, and the Family operates a mandatory two-stage hybrid procedure:
- Prior online registration on the official national digital portal (https://ichhad.entraide.ma);
- In-person submission of the complete physical file at the Regional or Provincial Reception and Orientation Desks (شبابيك الاستقبال والتوجيه) operated by the National Mutual Aid agency (التعاون الوطني).
All personal data processed through the ICHHAD platform is governed by Law No. 09.08 relating to the protection of individuals with regard to the processing of personal data.
2The Five Detailed Steps of the Accreditation Procedure
Step 1: Account Creation and Mandatory Activation Within 24 Hours
- Applicants visit https://ichhad.entraide.ma/register and create a personal account using a valid email address and their National Electronic Identity Card (CNIE) number.
- Strict Technical Requirement: Upon registration, an activation link is sent by email. Any account not activated within 24 hours of creation is automatically deleted by the system (سيتم حذف الحسابات غير المفعلة تلقائيًا بعد مرور 24 ساعة من التسجيل).
Step 2: Compiling the Required Documentary File (Article 5 of Decree No. 2.22.604)
Under Article 5 of Decree No. 2.22.604 and the official instructions on the ICHHAD portal, the application file must include the following seven items:
- Copy of a valid National Electronic Identity Card (CNIE) (or a valid residence permit for foreign applicants);
- Copy of the diploma or certificate obtained, matching one of the titles listed in Ministerial Order No. 827.25 of March 25, 2025;
- For holders of a diploma issued by a foreign university or institute:
- Copy of the foreign diploma or certificate;
- Copy of the official equivalence decision (نسخة من قرار المعادلة).
- Criminal record extract (مستخرج من سجل السوابق العدلية) issued less than three (3) months prior, or an official substitute document (police clearance record / fiche anthropométrique), confirming the absence of any final conviction for a felony or intentional misdemeanor;
- Sworn Declaration of Honor (تصريح بالشرف), completed using the official template downloaded from the ICHHAD portal and signed by the applicant, certifying:
- that the applicant has never been subject to a final disciplinary sanction of disbarment or withdrawal of a license or accreditation in a regulated or independent profession;

Step 3: Online Form Submission and Downloading the Registration Slip
The applicant completes their personal profile online, selects the domain, professional category (1 to 18), and branch matching their diploma, uploads scanned copies of the supporting documents, and downloads the registration slip (بطاقة التسجيل) bearing their application reference number.
Step 4: In-Person Filing at the Regional or Provincial Desk of the National Mutual Aid Agency
The applicant appears in person at the Reception and Orientation Desk (شباك الاستقبال والتوجيه) located at the Regional Coordination Office or Provincial Delegation of the National Mutual Aid agency nearest their place of residence.
In accordance with official ICHHAD operating procedures, the desk officer performs four verification duties:
- Provide procedural guidance and information to the applicant;
- Verify that the exact wording of the diploma presented matches a credential listed in Ministerial Order No. 827.25;
- Verify the formal validity of all documents (confirming that the criminal record extract is less than 3 months old and that all required signatures are present). If any document is missing or non-compliant, the applicant is immediately invited to complete the file;
- Accept the complete physical file and immediately issue a dated and numbered official filing receipt (وصل إيداع رسمي).
Step 5: Review by the Intersectoral Committee and Ministerial Decision (60-Day Statutory Period)
- Committee Review (Article 8 of Decree No. 2.22.604): The complete file is referred to the 10-member Intersectoral Committee for its opinion and then submitted to the Minister of Solidarity, Social Integration, and the Family for decision.
- 60-Day Statutory Timeframe (Article 4 of Decree No. 2.22.604): The administration issues its decision within a maximum period of sixty (60) days starting from the date recorded on the official filing receipt. Applicants can track the status of their file through their personal account on ichhad.entraide.ma.
- Issuance of Accreditation or Reasoned Refusal:
- Upon approval: the applicant is notified by all available channels to collect the official accreditation certificate (وثيقة الاعتماد).
- Upon refusal: any refusal decision must state its legal and factual grounds (معللة) and be formally notified to the applicant. The applicant may submit an administrative appeal to the Ministry (after remedying the ground for refusal) or file an action for judicial review before the competent Administrative Court within 60 days of notification.
