Frequently Asked Questions (Operational FAQ: 12 Practical Cases)
Precise legal answers to the 12 most common practical questions: filing receipt and 60-day clock, sociology/psychology degrees, civil service incompatibility, criminal record validity, lifting professional secrecy, student internships, and category changes.
1. Why does the account I created on ichhad.entraide.ma stop working the next day?
The official ICHHAD portal automatically deletes any account that has not been activated within 24 hours of registration. Immediately after creating your account, check your email inbox (and your spam or junk folder) and click the activation link. If the 24-hour window has expired, simply register again.
2. Is online registration on ichhad.entraide.ma sufficient to obtain accreditation?
No. Under Article 5 of Decree No. 2.22.604, online registration on the ICHHAD platform is only the mandatory first step. The statutory 60-day review period begins only once you submit your complete physical paper file in person at a Regional or Provincial Reception and Orientation Desk of the National Mutual Aid agency and receive a dated and numbered official filing receipt (وصل الإيداع).
3. I hold a general Bachelor's degree (Licence fondamentale) in Law or Sociology that is not listed in Order No. 827.25, but I have worked in an association for four years. Can I be accredited?
Yes, through the transitional pathway based on professional experience (Article 25 of Law No. 45.18 and Articles 10 to 15 of Decree No. 2.22.604). If your degree is not among the 74 direct-access diplomas in Order No. 827.25, you may submit proof of salaried employment (employment contracts, detailed work certificates, CNSS statements) under the transitional scheme for salaried workers, attend the skills assessment interview before the committee, and, if required, complete a supplementary training module.
4. I work independently as a School Inclusion Assistant (AVS / Shadow Teacher) supporting children with autism, without holding a diploma listed in Order No. 827.25. How do I take the accreditation exam?
Your occupation falls under Category 13 (Domain 3: Family and Social Support and Assistance). Under Ministerial Order No. 2275.25 of September 19, 2025 (BO No. 7459 of November 24, 2025), independent candidates in Domain 3 are exempt from the written examination: you will take only a single oral examination lasting 30 to 40 minutes before the examination board focused on your practical field experience and skills, with a minimum passing score of 10/20.
5. I hold a foreign diploma in social work or specialized education obtained in France, Belgium, or another country. What additional document must I provide?
In addition to your foreign diploma, you must include a copy of the official equivalence decision (قرار المعادلة) issued by the competent Moroccan governmental authority (Ministry of Higher Education or Vocational Training Department, depending on the nature of the credential).
6. I graduated from an ISPITS nursing and health techniques institute (Social Worker / Medico-Social option). Does Law No. 45.18 apply to me?
It depends entirely on your practice status:
- If you are employed as a civil servant by the Ministry of Health or a University Hospital Center (CHU), you are exempted under Article 5 of Law No. 45.18 for as long as you practice exclusively in the public sector.
- If you work as a private-sector or associative employee (private clinic, medical foundation, dialysis center, NGO) or as an independent practitioner, you are subject to Law No. 45.18 and your ISPITS diploma entitles you to direct accreditation in Category 2 (Medical Social Worker).
7. Can an active civil servant apply for ICHHAD accreditation to open a private practice in the evenings or on weekends?
No. In addition to the general prohibition on dual remunerated employment set forth in Article 15 of Dahir No. 1.58.008 (General Civil Service Statute), the official ICHHAD Sworn Declaration of Honor requires every applicant to formally certify that they do not practice the profession in the public sector (عدم مزاولة المهنة بالقطاع العام).
8. Can a retired civil servant (formerly with the National Mutual Aid agency, Ministry of Health, or Ministry of Justice) obtain ICHHAD accreditation?
Yes. Once retired, the individual no longer practices in the public sector. Provided they hold one of the diplomas listed in Order No. 827.25 (such as an INAS or ISPITS diploma) or qualify through prior professional experience, and meet the good-character requirements of Article 8, they may apply for ICHHAD accreditation to practice as an independent consultant or as a salaried employee in an association or EPS.
9. What are the legal risks for an association president or EPS director who employs an unaccredited educator or social worker?
Under Part V of Law No. 45.18, any employer who knowingly hires or retains an individual lacking the required accreditation faces a criminal fine for each unaccredited worker employed (doubled in the event of a repeat offense), in addition to administrative sanctions under Law No. 65.15 governing Social Welfare Institutions.
10. Can a social worker accredited as a "Sociocultural Facilitator" (Category 9) practice as a "Family Mediator" (Category 4)?
No. Accreditation is granted for a specific domain, category, and professional branch. To change categories or add a new specialty, the practitioner must hold the diploma or qualification corresponding to the new target category and submit a specific accreditation application.
11. Under what circumstances is a social worker legally required to waive professional secrecy?
Pursuant to Law No. 45.18 and Articles 430, 431, and 446 of the Moroccan Penal Code, professional secrecy must be waived to report immediately to judicial authorities (the King's Prosecutor) whenever the practitioner observes physical abuse, deprivation, mistreatment, or sexual assault committed against a minor under 18 years of age or a vulnerable person unable to protect themselves due to age, illness, or disability.
12. Do university or vocational students completing an academic internship in social work need ICHHAD accreditation?
No. Unpaid academic internships completed by students under a tripartite internship agreement (University/Institute + Host Organization + Student) and under the direct supervision of a qualified practitioner fall under initial training rather than independent professional practice within the meaning of Article 1 of Law No. 45.18.
