Mapping the 74 Recognized Diplomas (Ministerial Order No. 827.25) and Training Institutions
Analysis of Ministerial Order No. 827.25 (BO 7409): mapping qualifying degrees from INAS, public universities, ISPITS, OFPPT, Entraide Nationale, Youth & Sports institutes, and foreign diploma equivalence rules.
1Legal Structure of Ministerial Order No. 827.25 of March 25, 2025 (BO No. 7409 of June 2, 2025)
Enacted pursuant to Article 8 of Law No. 45.18 and Article 3 of Decree No. 2.22.604, Ministerial Order No. 827.25 lists 74 qualifying national diplomas and certificates that entitle holders to direct accreditation under the standard procedure.
When an applicant submits their file at a Regional or Provincial Desk of the National Mutual Aid agency, the receiving officer checks an exact match across three elements:
- The exact title of the diploma or academic track printed on the certificate (Specialized Bachelor's degree, Professional Bachelor's degree, Master's degree, Specialized Master's degree, Technician or Specialized Technician Diploma, or Public Institute Diploma);
- The accredited public or private institution that issued the diploma;
- The professional category (among the 18) and branch to which that specific diploma grants legal access in the official tables of Ministerial Order No. 827.25.
2Overview of Major Qualifying Moroccan Training Institutions and Degrees
A. The National Institute of Social Action (INAS - المعهد الوطني للعمل الاجتماعي)
Operating under the supervision of the Ministry of Solidarity, INAS in Tangier (alongside its new regional campuses developed under the 2024 to 2026 strategy, notably in Agadir) serves as Morocco's flagship higher education institution for social work. All of its historical and LMD (Bachelor-Master) diplomas are listed in Ministerial Order No. 827.25:
- Historical Tracks (pre-LMD system): Diploma of Social Counselor (مرشد اجتماعي - First Cycle) and Diploma of Social Affairs Manager (مسير الشؤون الاجتماعية - Second Cycle).
- Professional and Fundamental Bachelor's Tracks in Social Work: Social Service / Social Assistance track (Domain 1), Social and Sociocultural Facilitation (Domain 2), Special Needs Education (Domain 2), and Family Support (Domain 3).
- Master's and Specialized Master's Tracks: Social Development Engineering and Management, Management of Social and Socio-Educational Institutions (Domain 4 - Categories 16, 17, and 18).
B. Moroccan Public Universities (Faculties of Arts and Humanities, Law and Economics, Education Sciences, and Sharia)
Ministerial Order No. 827.25 includes accredited professional and specialized university degrees across Morocco's public universities:
- Mohammed V University in Rabat (FLSH / Faculty of Education Sciences - FSE): Bachelor's and Master's degrees in social work, social intervention, special needs education, psychopedagogical and social support, and social development engineering.
- Sidi Mohamed Ben Abdellah University in Fez (FLSH Saïs / Dhar El Mahraz / Faculty of Sharia): Specialized tracks in Family and Social Mediation (الوساطة الأسرية والاجتماعية - granting access to Category 4: Family Mediator), family support, sociology of social intervention, and child protection.
- Ibn Tofail University in Kenitra: Professional Bachelor's and Master's degrees in social work, disability support, social gerontology, and social development.
- Hassan II University in Casablanca (FLSH Aïn Chock / Mohammedia): Degrees in social work, sociocultural facilitation, social mediation, and management of social projects and institutions.
- Cadi Ayyad (Marrakech), Abdelmalek Essaâdi (Tetouan), Moulay Ismaïl (Meknes), Hassan I (Settat), Ibn Zohr (Agadir), Mohammed Premier (Oujda), Chouaïb Doukkali (El Jadida), and Sultan Moulay Slimane (Beni Mellal) Universities: Professional Bachelor's and Master's degrees dedicated to social support, socio-professional integration, child protection, and the social and solidarity economy as listed in Official Bulletin No. 7409.
C. Sectoral Public Institutes and Vocational Training (IRFCJS, OFPPT, ISPITS, National Mutual Aid)
- Royal Institute for Youth and Sports Executive Training (IRFCJS - المعهد الملكي لتكوين أطر الشبيبة والرياضة): Diplomas in sociocultural facilitation, early childhood education, and youth protection (qualifying for categories in Domains 2 and 4 depending on the cycle).
- Office of Vocational Training and Labor Promotion (OFPPT) and National Mutual Aid Training Centers: Technician and Specialized Technician diplomas in special needs education, family care assistance, social life assistance, socio-educational work, and support for persons with disabilities or older adults (Domains 2 and 3).
- Higher Institutes of Nursing Professions and Health Techniques (ISPITS - المعاهد العليا للمهن التمريضية وتقنيات الصحة): Social Worker / Medico-Social Assistant track (المساعد في الميدان الطبي الاجتماعي). When an ISPITS graduate practices outside the public civil service (in a private clinic, medical foundation, associative rehabilitation center, or independent practice), this diploma directly qualifies them for accreditation in Category 2 (Medical Social Worker).
3Foreign Diplomas and Unlisted National Degrees
- Foreign Diplomas: Any diploma earned from a foreign university or school in social work, special needs education, family mediation, or social engineering is eligible on the ICHHAD platform provided it is accompanied by an official equivalence decision (قرار المعادلة) issued by the Ministry of Higher Education or the Vocational Training Department.
- General National Degrees Not Listed in Ministerial Order No. 827.25:
- A general academic degree not listed in Order No. 827.25 (such as a general Bachelor's degree in Private Law, Economics, or General Sociology) does not grant automatic direct accreditation on the basis of the degree alone.
- However, holders of such degrees who have verifiable field experience in one of the 18 regulated occupations may apply for accreditation through the transitional prior-experience pathway (skills assessment interview for salaried employees, or the annual proficiency examination for independent practitioners).
- Additionally, Article 8 of Decree No. 2.22.604 empowers the Intersectoral Committee to review proposals submitted by universities and ministries to update and expand the list of recognized diplomas.
