National Observatory for the Rights of the Child - 2511 Helpline and Child Psycho-Trauma System
National listening, alert, and emergency care platform for child psychological trauma, managing the toll-free 2511 helpline and coordinating regional hospital child psychiatry trauma units.
About and missions
Under the effective presidency of Her Royal Highness Princess Lalla Meryem, the National Observatory for the Rights of the Child (ONDE) represents Morocco’s benchmark authority for protecting minors’ psychological integrity and fundamental rights. ONDE oversees two pivotal mechanisms: the toll-free national emergency helpline 2511, operating uninterrupted to provide immediate crisis intervention and report child abuse, and the National Child Psycho-Trauma System (DNPTE). This framework connects child psychiatrists, clinical psychologists, and forensic social workers within university hospitals to deliver rapid, evidence-based trauma care to minors exposed to severe violence, abuse, or disasters. This operational synergy creates an immediate containment environment where child distress is met with prompt therapeutic empathy. Hospital-based units endeavor to mitigate traumatic shock, actively preventing the emergence of chronic dissociative symptoms or debilitating avoidance behaviors.

The 2511 hotline provides a safe, strictly confidential outlet where children and witnesses can seek help freely. Calls undergo standardized risk screening that triggers rapid-response social and forensic child protection measures within 24 hours.
Clinical child psycho-trauma units
The DNPTE relies on dedicated hospital units across major regional medical hubs to treat acute and complex post-traumatic stress disorders. Specialists deliver evidence-based modalities including eye movement desensitization and trauma-focused cognitive behavioural therapies. Clinical consultations incorporate regular family debriefings designed to help caregivers interpret non-verbal symptoms of child anxiety and foster supportive home interactions that rebuild shattered internal security.
Reporting, judicial coordination and protective pathways
ONDE maintains direct institutional channels with judicial child and women protection units at courts of first instance and appeal. Pairing immediate psychological stabilization with sound legal safeguarding prevents secondary institutional trauma.
